Add PCBWay manufacturing files

- BOM_PCBWay.csv: LCSC part numbers for assembly
- CPL_PCBWay.csv: Component placement coordinates (template)
- README with PCB specs, order checklist, cost estimate
- gerbers/ directory for exported Gerber files

Updated .gitignore to track manufacturing templates.
